BISP 8171 Wallet Active or Inactive? Meaning, Fix & October 2026 Update

Many BISP beneficiaries are seeing a new “Wallet” status — Active or Inactive — and wondering what it means for their payment. At the same time, messages claiming payments will start on October 19 are spreading on WhatsApp and YouTube. Here is what is confirmed, what is still a rumor, and what you should actually do.

What Is the BISP Wallet?

BISP is moving toward digital payments through a Social Protection Wallet linked to your CNIC. Instead of standing in long lines at camp sites, your quarterly installment goes into this wallet, which you access through biometric verification at partner banks, HBL Konnect agents, and registered retail shops.

As part of this shift, BISP is distributing free SIMs to beneficiaries — but only from official BISP offices or designated camp sites. Anyone offering a “wallet SIM” at a shop or asking for money is running a scam.

Wallet Active vs Inactive — What It Means

  • Wallet Active: Your digital wallet is linked and ready. Your payment can be transferred to it once your phase starts.
  • Wallet Inactive: Your wallet is not yet activated. This usually means your mobile number is not registered against your CNIC, your dynamic survey record is incomplete, or the free SIM step is still pending.

An inactive wallet does not mean you are disqualified. It means one step in the digital setup is incomplete.

How to Fix an Inactive Wallet

  1. Confirm your status first — send your 13-digit CNIC (without dashes) by SMS to 8171, or check 8171.bisp.gov.pk. Only trust messages that come from 8171.
  2. Visit your nearest BISP tehsil office with your original CNIC. Ask them to check your wallet status and complete any pending step, such as the dynamic survey update. See our BISP registration guide for the full process.
  3. Get the free SIM only from an official BISP office or camp site. Never pay anyone for activation — every 8171 service is completely free.
  4. Keep your biometric record updated. If fingerprint verification fails repeatedly, the BISP office can guide you through the alternate verification process.

The October 19 Payment Claim — Still Unconfirmed

Several YouTube channels and forwarded messages claim the new installment will start on October 19, 2026. As of now, BISP has made no official announcement confirming this date. The channels spreading the date themselves note it is not officially confirmed.

Our advice: do not visit a payment center based on a forwarded message. Wait for the official SMS from 8171 confirming your payment, then visit with your original CNIC. Read our October 2026 payment update for the latest disbursement schedule.

Current Payment Amount: Rs. 14,500

The confirmed quarterly installment for October–December 2026 is Rs. 14,500, per BISP’s official announcement. Payments are released in district-wise phases — see our Phase 3 payment update — so if your neighbor has been paid and you have not, your phase may simply not have started yet. A further increase to Rs. 18,000 is planned from January 2027.

Protect Yourself From Fraud

  • Only trust SMS messages from 8171. Messages from any other number are fake.
  • Never share your CNIC photo, thumb impression, or OTP with agents or strangers.
  • Report fraud or deduction complaints on the BISP helpline 0800-26477 — see our complaint helpline guide.
  • Read our BISP fraud alert to learn the common scam tricks.
