Punjab private car owners have reportedly received more time to obtain a vehicle fitness certificate, with the deadline now said to be December 31, 2026. Owners are advised to treat the date as reported rather than confirmed until the Punjab Transport Department publishes an official notice.
What happened
A report dated October 13, 2026 stated that Punjab had moved the private car fitness certificate deadline from November 15 to December 31, 2026. The report was attributed to the Punjab Provincial Transport Authority. It is the second extension reported within a month: the original enforcement date for private cars was reported as October 15, 2026, before an October 9 report moved it to November 15.
One important caution applies to the new date. A verification check published on October 15, 2026 found no notice carrying the December 31 date on the Punjab Transport Department notifications page at that time, and no official notice for the November 15 date either. That does not prove the reports wrong, because notices often circulate on social media before they reach a department website. It does mean owners should confirm the current position on the official notifications page before they travel for a test.
The campaign forms part of the Punjab Smog Action Plan. It aims to identify vehicles producing excessive emissions ahead of the winter smog season, when air quality in Lahore and other cities typically worsens.
Which cars require certification
Under the reported rules, private cars do not require a fitness certificate until they reach a set age, counted from the year of manufacture rather than the date of purchase. Buying an older used car does not restart the exemption period. The reported thresholds are five years for cars up to 1,000cc, six years for cars from 1,001cc to 2,000cc, and seven years for cars above 2,000cc. Once a car reaches its applicable age, the certificate is reported to remain valid for one year, with annual renewal required after that point.
Owners who are unsure about their vehicle should check the year of manufacture on the registration card and compare it with the threshold for their engine size. Before paying for any vehicle, buyers should also verify the vehicle record through the MTMIS Punjab vehicle verification guide, which shows the registered owner and tax status.
Where owners can get tested
Testing is carried out through authorised Provincial Vehicle Inspection and Certification System (PVICS) centres. A Transport Department list dated October 8, 2026 showed 25 workshops with active licences across Lahore, Multan, Faisalabad, Sargodha, Rahim Yar Khan and Sadiqabad, with Lahore holding the largest share. Several licences on that list were issued only in September and October 2026, which indicates the testing network is still being expanded. Owners planning a visit should call the centre first to confirm testing availability and the exact address before travelling.
What it means for vehicle owners
The reported extension gives owners more time, but it is not a reason to delay until the final week, because test centres may face long queues as any deadline approaches. Reports also advise owners to clear any pending token tax before the test, so a tax record problem does not cause trouble on the day. Owners can check their current position through the token tax check guide and should keep the test receipt and certificate in the vehicle after the inspection.
One distinction matters. The fitness certificate deadline and roadside action against smoke-emitting vehicles are separate matters. An extension of the certificate deadline does not stop a patrol from acting on a vehicle that is visibly smoking, and Lahore Traffic Police have previously warned of strict action against smoke-emitting vehicles during the smog season.

- The original reported date was October 15, 2026, followed by a reported extension to November 15, 2026.
- No official notice carrying the December 31 date was found on the Punjab Transport Department notifications page in a verification check dated October 15, 2026, so the date should be treated as reported rather than confirmed.
- Reported age thresholds are five years for cars up to 1,000cc, six years for cars from 1,001cc to 2,000cc, and seven years for cars above 2,000cc, counted from the year of manufacture.
- A Transport Department list dated October 8, 2026 showed 25 licensed PVICS workshops, mostly in Lahore, with others in Multan, Faisalabad, Sargodha, Rahim Yar Khan and Sadiqabad.
- Roadside action against visibly smoke-emitting vehicles is separate from the certificate deadline and continues regardless of any extension.
